The Netflix documentary FEAR CITY: NEW YORK VS THE MAFIA features footage shot by the Richard Donner film unit in 1977 and 1978 intended to be used as flying or window backgrounds for SUPERMAN THE MOVIE and SUPERMAN II.
Here’s a comparison video of some of the shots.
The last few shots seem to be in the winter, so they may have been for SANTA CLAUS THE MOVIE, this is just speculation.
